Somalia: stepping into the future

Yesterday, Somalia marked a major milestone in its recent history. After two decades of civil war, and a year after the Roadmap was agreed, the Transitional Period finally concluded with the election by MPs of new President Hassan Sheikh Mohamoud. This was the first such election inside Somalia for many years and came just weeks after the agreement on a new provisional Constitution, the successful inauguration of the new federal Parliament and the election of a new Speaker. Thanks to their leadership, Somalis have delivered a more accountable, more representative and more legitimate Parliament; the result of dialogue, compromise and, above all, a desire for change and to break with the past.

As British Prime Minister David Cameron said earlier today this is a significant and important step. As the British Ambassador to Somalia, I fully echo our Prime Minister’s message.  We also look forward now to the prompt appointment of a new Prime Minister and a new government.

The UK has fully supported this Somali process.  The London Conference on Somalia in February was an important milestone in galvanizing international support behind Somalia. We have supported the UN, the African Union and IGAD in their attempts to help Somalis bring greater stability to their country. Above all, though, we have continued to support Somalis reclaim their country. The political developments come on the back of the advances made by Somalia’s security forces and AMISOM troops in recent months – in Mogadishu, Afgoye, Baidoa, Beletweyne, and Afmadow. For the first time in many years people are rebuilding their properties and businesses. Confidence is increasing and members of the diaspora are returning, many of them young and energetic.

As we reflect on what has been achieved, so we should also start to look forward. There is clearly much to do. Somalia still faces many daunting challenges – the gains made are fragile. Strengthening safety and security; building more effective governance; improving maternal and child health; combating corruption; and strengthening the economy so that more Somalis have a stake in their country’s future – these are the challenges that will face the new government.

Rest assured, the UK will continue to help; we’re in this for the long-term. But, ultimately, Somalia’s future will rest on the choices of its people and the actions of its leaders. It is only through continued and more effective leadership that Somalia can once again have the sort of accountable and representative institutions needed to respond to the aspirations of the Somali people.

So as we mark what has been achieved, we now look to Somalia’s leaders to ensure that this fragile and hard-won momentum is not lost and that they demonstrate their determination and commitment to deliver real and sustainable progress – transparently, accountably and credibly. As Somalia decides, so its people continue to demand greater change and a brighter future. After twenty years of conflict, they deserve and need nothing less. Now that would be something really worth celebrating.

  1. “Aid for oil’- fair deal. comon, whatelse can possibly make the U.K to help Somalis, they never helped in the past and it is unlikly to do so in the future. In my opinion, they want oil and to understand the means to obtain that oil, they have to hide themselves under the pretext of never-ending-never helping-non exitant thing called “AID’.

    I went back to the place of my birth Mogadishu for the first time in 21 years, and I can’t tell you how incredible it felt to walk the streets of Somalia’s capital without the fear of being killed or robbed at gun point.

    I hope the Somali Government and AMISOM continues there tireless efforts to fight terrorists in Somalia, particularly Al-shabaab in the South and the newly formed terror group calling itself ‘Khatumo’ in Somaliland. Both these groups need to be eliminated before there can be a lasting peace in Somalia as a whole.

    WASHINGTON (AP) — The Pentagon’s top lawyer has informed the former Navy SEAL who authored a forthcoming book describing details of the raid that killed Osama bin Laden that he violated agreements to not divulge military secrets and that as a result the Pentagon is considering taking legal action against him.

    The general counsel of the Defense Department, Jeh Johnson, wrote in a letter transmitted to the author on Thursday that he had signed two nondisclosure agreements with the Navy in 2007 that obliged him to “never divulge” classified information. Johnson said that after reviewing a copy of the book, “No Easy Day,” the Pentagon concluded that the author is in “material breach and violation” of the agreements.
    Johnson said the department is considering pursuing against him “all remedies legally available to us.”

This is indeed a turning point in Somali history.We do wish the new president best wishes and hopes he picks a good prime minister who is not corrupt and will deliver on peace,security and development.i am also happy to note that the new president is a staunch proponent of a united and indivisible Somalia.We welcome him to visit his motherland Khaatumo State which rightly belongs to Somalia and fully supports the unity of the country.
    We are happy that the illusionary dreams of a separate Somaliland have been shattered,and we welcome back our bothers and sisters in Somaliland back to their rightful and legitimate government.
    We will however hold Ahmed Silanyo and his ministers responsible for the crimes they have commited against the civilian populations of Khaatumo.

    1. I would like to advice you that you learn the history of your country before you comment on Somali history. Somali history can not be limmited to Somalia since there are other Somali nations. Somaliland never become part of Somalia according to the Act of Union of Somaliland and Somalia.     “During a parliamentary session in December 2007, Minister of State Mark Malloch Brown stated that his government’s policy was to “support international efforts to develop a peaceful and sustainable democracy in Somaliland [and] encourage the Somaliland authorities to engage in constructive dialogue with the transitional federal government to agree [on] a mutually acceptable solution regarding their future relationship,” phrasing that would indicate a wide array of “acceptable” situations, including full statehood.”
    Acceptable situations, in most of the regional experts are peacefull dialogue and reality proves that the people of Somaliland deserve attention since they long waited for formation of permenant and legitimate government. A government that is a real counterpart of Somaliland to revisit the legacy of the failed union of 1960. Somaliland’s self-determination respected by Somalia is the only forward way out of the long-lived regional instability.
    Poeple of Somalia doesn’t need the return of the events of 1988 war that was really the antecedent of the Somalia’s fall.
    No disrespect for the ambasador Baugh, but why most of you seem to be appealing to the diplomat about decisions that belongs to you Somalia people. You always have the recognition without independence while Somaliland has enjoyed independence without recongition. Why can’t we help each other gain the goals. They don’t overlap. Your independence does’n depend on Somaliland’s lack of recognition and Somaliland’s recognition does’t depend on lack of Somalia’s independence.

  7. There is a high level of optimism amongst Somalis as the country has a recognised government after 20+ years of civil war. This is an opportunity for both IC and Somalis to work together in positive direction. We need one/two strong partners from IC and I hope UK can fill-in one of those positions as Turkey has already demonstrated they are more than willing to invest in rebuilding Somalia from all avenues.

    I get the point that article is trying to make however we hope there is no pre-assumption made with this new President as he is clearly not the same as old President and he was elected to bring change. One of those changes we are eagerly anticipating is the elimination of corruption, reconciliation, rebuilding the economy and finally rebuilding strong and credible government institutions. To do this requires investment of both time and money. It is up to the new President and new PM to come up with a strategy to make this happen they for sure will spend all the time they have from now until the next 4 yrs to make this happen. However they may not have the capital initially to make this project successful. Therefore IC must support Somalia in AID with support of FMB to monitor and check the funds are properly managed. Ideally we hope FMB will have nothing to do as this new government will not miss-manage state funds and correctly spend aid it will recieve from IC. It is therefore high time UK to fill-in that second role Somalis need from IC. This is from Aid only there will be other challenges and there is a need to have one consensus message from UK & Turkey including EU, AU including US can support Somalia specially in security, piracy and rebuilding the Somali Army so that AMISOM can reduce its numbers of troops and eventually in 2-3 years handover complete security management to Somali National Army. This must happen for the sake of peace, security and stability. If IC doesn’t support this Somalia is in danger to slip back to clan warfare, allowing Al-Shabab to fill-in the vacuum that will be left behind eventually when AMISOM pull-out. For real lasting peace Somalia needs strong National Army. Also with AMISOM gone there is a chance for the Somali government to negotiate with elements of Al-Shabab that would like to be part of the peace reconciliation process. Currently they are refusing to sit down with government only because they claim Somalia is under occupation when clearly is not the case but to make progress there is a need for Somali government to stand on its own two feet without foreign armies protecting its government offices, airport, and main ports. Government must have a monopoly of power and Somali government to be taken seriously by Al-Shabab it needs to show it can take care of its own affairs without hiding behind foreign armies. There will be no more excuses for elements of Al-Shabab who call for the pull-out of AMISOM forces. Somali people are tired of war and want to see a lasting peace. War/fighting doesn’t bring peace only through dialog there can be a lasting peace.

  8. Indeed its fragile but in the other hand I am quite optimistic about the future.
    As a Somalilander I hope that the elected president will be able to tackle poverty, fight curruption, terrorism, tribalisum and bring back all somalis together as one to take their stand in the internnational community once again, united and a federal Somali for all Somalis.
    The simple fact that we all know in Somaliland is the fact that we are and will not ever be able to live without greater Somali, simply because we are one family although we come from different tribes and every tribe wants to rule the other but deep down no tribe or clan cant survive by itself “you can’t clap with one hand”. So we all have to do it together with the help of the international community in particuar UK.
    Finally like they always say what goes around comes around, we have to protect and respect the rights of the indegious Gabooye.

      1. “Optimism create positivism” and sometimes is good to celebrate early, This is mew page and new chapter for Somalia and Somalis people, “nothing changes if nothing changes” The time for change has come with god willing.
        What we need now as Somalis to change our attitude towards our future, we need to think differently and see things differently.
        Somalis need positive mental attitude and be more optimistic about the future as they had a lot of difficult times and hardships in the past.
        I do not have a word to describe the on going support that British people and British governments give to Somalis needy people. I am very hopeful Somalis people will to pay UK back for its consistent support to Somalis People.

    Success is when we recognise mistakes, and mistakes do happen. In the case of Somalia, we need to acknowledge our past mistakes and learn from them. We also need to recognise when we do achieve goals, so we start new endeavours with confidence. Somalia has achieved many goals in such a short period of time in the past few months. This shows that we have what it takes. So capitalise on these successes.

  11. Well done to Amb Matt Baugh. I am terribly proud that my adopted country representative Amb Baugh who was present at this defining moment of Somalia’s history. It shows the commitment by her majesty’s government towards the people of Somalia. We are cautiously optimistic but hope that this government will indeed be one that delivers for the people of Somalia. The first test is the selection of the PM. The president must be deliberative in choosing his PM and should consider appointing someone who will compliment him in skills and experience wise. The principle tasks in front of the President are in broad terms: 1. Conciliation, 2 Institutional building- security, justice, PFM, competent Civil Service etc…. The president is well equipped for the former and will need a PM who has a plethora of experience in transitioning states. There aren’t many Somalia with such experience but there are a few and his team should think outside the box. PhD only will not suffice this time around!

  13. I am really exciting since I heard that Somali MPs elected a new president Mr Hassan who academic, activist, works education and social services.
    I sure that effort did not came easily by chance but it was came by promised on 23 February in London conference led by British government.
    So I would like to thanks all British people by helping Somali people here in UK and in Somalia too.
    I am still saying we need your help more especially new presedent Mr Hassan,
    We need to give advice and training to our new elected presedent.

Yes, ambassador, I as journalist from Somaliland, expect appointment of new president of Somalia, Mr. Hassan Sheikh Mohamoud, would product restoring overdue peace most of Somalia population were eagerly anticipating, and once for all reach gentleman agreement with Somaliland leaders to peacefully be two neighboring countries.

small children. Matt has been working on Somalia since May 2010, when he was appointed the UK’s Senior Representative and Head of the UK’s
Somalia Office. On 2 February 2012 he was accredited as the first
British Ambassador to Somalia for 21 years. Since taking up his Somalia
appointment, he has been able to travel to Mogadishu, Hargeisa and
Garowe, and has been deeply touched by the warmth of the welcome he has received, but also the scale of the challenges that Somali people face
every day.
Matt is a career civil servant and is currently on secondment to the
Foreign Office from the UK Department for International Development. Now 37, he has spent much of his career to date dealing with conflict,
security and humanitarian issues. Since 1999 he has worked in Iraq,
Sudan, Afghanistan and the Balkans, as well as a number of major relief
operations and protracted emergencies. He also helped to set up and lead
the UK’s Post Conflict Reconstruction Unit, now the UK Stabilisation
Unit. Matt is a graduate of the UK Joint Services Command and Staff
College’s Higher Command and Staff Course (2010) and was previously
Principal Private Secretary to the Secretary of State for International
Development (2008-9).
Away from work, Matt is an avid England rugby fan (although he
refuses to admit his own playing days are long over). He is also a keen
mountaineer and skier and, together with Caroline, was part of a team
that raced to the Magnetic North Pole in 2005. These days he is more
likely to be found teaching his children how to swim and build
sandcastles.
