Throne Speech

In Britain in The Queen’s Speech the government’s programme for the next year are set out. In Cayman they emulate this practice. In the Throne Speech the governor both speaks about his own areas of responsibility such as law and order and sets out the elected government’s main plans for the forthcoming year. This is one of the rare occasions when the governor is allowed into the Legislative Assembly.

 

I delivered the Throne Speech today (text can be found at www.ukincayman.fco.gov.uk). In my section I announced that the new Constitution would take effect on Friday 6 November (except for the human rights chapter that would wait another 3 years). One of my – familiar - themes was the need for the Cayman Islands to adapt to change and plan for a sustainable future.
