About David
David Concar is Counsellor for Climate Change and Energy in China. He started the job in January 2009 and is based at the British Embassy in Beijing. The position was created as part of an expansion of the FCO’s outreach work on climate change in China. The FCO now has a network of climate change teams in all four of its mainland China posts (Beijing, Shanghai, Guangzhou and Chongqing), which David leads.On the UK side, these teams work closely with the Climate Change and Energy Group of the FCO, the Department for Energy and Climate Change and other Whitehall partners. In China, the FCO’s climate and energy teams engage with a wide range of Chinese ministries, government organisations and non-government groups, and oversee a substantial portfolio of joint UK/China projects exploring the policy implications of climate change and low-carbon development.
David was previously Counsellor for Science and Innovation in Beijing. Before joining the FCO David held senior editorial positions at Nature and the New Scientist, where he was Deputy Editor 1998-2004. He brings wide experience from these roles of the interface between science, policy and communication.
